Can a employer make you sign a paper saying without a 2 week notice you forfiet your final check?

My boss made us sign this sheet of paper saying that... I am sure that it is illeagel to withhold a persons pay NO MATTER WHAT but this is why I am asking :) PLS HELP references would be nice
