Can I sue for not getting my money?

My business partners owe me money and have written a check lesser than what they owe. They agreed to pay me in that amount but they took some other bill and deducted from the actual amount that they owe me without discussing the bill with me. Basically, they took my money without asking me. Do I have the right to sue them? Can I win if I go to a small claims court?
