can i create my own lottery on a national or worldwise level without having any experience with the subject?

im an individual who would like to start up his own national or even worldwide lottery to help this world be a better place, make people and myself richer and happier. i have no experience on the subject, so any help is very much appreciated. if the idea is legally acceptable i will make it into a big success. looking forward to getting some feedback. thanks people
